Contracts Manager – Pittsburgh

Position Overview:

The Contracts Manager oversees the Agency’s contract administration process to ensure contract and grant programs are in compliance with policies and procedures, applicable regulations and funder requirements. This position reports directly to the Deputy Executive Director and is primarily responsible for the monitoring, reporting, and communication of compliance for all grant and contract requirements.

Key Performance Objectives:

  • Creates and maintains files/databases of all agency contracts and awards.
  • Develops and implements internal awards notification process which uniformly communicates the terms and conditions of contracts/grants to responsible Program Director and other relevant stakeholders within the agency.
  • Works closely with the Development Department to identify significant, and/or unique contract/grant requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, partners and funders.
  • Works with Regional and Department Directors to ensure that implementation of outlined program deliverables and financial activities are in compliance with contract/grant agreements.
  • Works closely with Finance Department to monitor contract/grant activity against awarded funding levels to ensure that funds are spent in a timely and appropriate manner.
  • Works closely with Quality Assurance Department to develop and implement tools to ensure program service compliance in accordance with contract/grant requirements and in preparation of internal and external audits.
  • Works closely with the IT Department to ensure service documentation and data collection systems are effective for service delivery and monitoring compliance with contract/grant terms and conditions.
  • Responsible for the development and revision of compliance policies, procedures, guidelines, and grant/contract management tools.

Qualifications:

  • A Bachelor’s Degree in business, finance or a related field is required.
  • A minimum of three years of experience in grant and contract compliance is required.
  • Strong program or project management experience is required.
  • Previous experience with managing government contracts is preferred.
  • Excellent oral and written communication skills are required.
  • Proficiency with Microsoft office, Google Drive, and database management is required.
